For the purpose, if there is no Khalifa or Imam, then their Jihad will not be called un-Islamic.

Yes, those who abandon the Sharia limits, and call their self-desire as Jihad, it will never be called Jihad, like ISIS. They are definitely Kharijites, and those like them who call their personal animosity or land disputes as Jihad, it will never be Islamic.
If the pen is not with the sword, then it will never be victorious. And if the pen is not with the sword, then there may be oppression.
And you cannot call such people Mujahid.
And those who call Mujahideen terrorists, and call them un-Islamic, actually they have a lack of knowledge.
Whereas intimidating the disbelievers is proven from the Holy Quran.
وأعدولھم ماستطعتم من قوہ ویمن رباط الخیل تر ھبون بہ عدواللہ الخ
It has commanded to intimidate the enemy of Islam.
And killing a Muslim is far away, even intimidating them has a warning.
